Yes, both Prelims and Mains have sectional as well as overall cutoffs. Clearing only the overall cutoff without meeting sectional cutoffs is not sufficient.
IBPS has removed the attempt limit for IBPS Clerk. You can appear as long as you meet the age and educational eligibility criteria.
